Chief Deputy Economist at National Bank, Matthieu Arseneau, says up to 70 per cent of the variation of death rates between developed countries were factors outside of shutting down the economy, including health care resources and old age, adding that if a second wave hits, it is unlikely Canada will lockdown again.
